• Prepare a draft index of required construction specifications. <br />• Prepare the Preliminary Cost Estimate for the work described in the preliminary <br />design plans based on estimated quantities. <br />• Typical full-size plan sheet scales will be as follows: <br />Plan and Profile: 1 inch = 20 feet <br />• Reproduce and distribute the plans (half-size) to the City, MnDOT, Metropolitan <br />Transit, BNSF, utility companies and other stakeholders for review two (2) weeks <br />prior to the preliminary design review meeting. <br />N. Preliminary Design Review Meeting <br />• Organize and conduct the Preliminary Design Review meeting. <br />• Prepare Preliminary Design Review meeting minutes. Distribute minutes, approved <br />by the City, as directed. <br />• Resolve design questions raised in the Preliminary Design Review meeting in <br />cooperation with the City. Document the decision and transmit the documentation <br />to the City for approval. <br />• Submit a list of all deviations from standard design criteria along with the written <br />justification for each one. <br />• Obtain concurrence from affected agencies or utility companies. <br />O. Preliminary Public Information Meeting: Conduct an informal project open <br />house for the project to inform area property and business owners of the project progress <br />and project features. Fully document the results for City decision makers. <br />P. Project Consensus: The Consultant must work closely with all parties to build a <br />solid consensus for the project features leading up to Final Design. <br />Section 8. Final Design and 'Pre -Construction' Phase <br />A. The Consultant will develop a final design that will be the complete framework for a <br />future bid package in accordance with City requirements and the requirements for federally - <br />funded projects. Major elements will include: <br />• Design Coordination <br />• Geotechnical Engineering <br />• Structural Design (Structural design will include an Independent Design, Detail, and <br />Quantity Check per MnDOT Bridge Design) <br />• Civil Engineering (Roadway and Drainage) <br />• Site Development / Urban Design <br />• Traffic Engineering <br />• Right -of -Way <br />• Utilities <br />• Electrical Engineering <br />• Project and Structure Phasing <br />• Final Proposed Plans, Specifications and Cost Estimate <br />• Final Design Review Meeting with affected agency representatives <br />• Written authorization from MnDOT and BNSF Railway for future construction based upon <br />Final Design; (document that the final design ensures the skyway will work upon <br />construction without amendments, with BOTH the existing highway footprint and that of <br />future upgrades presently being discussed for the highway). <br />RFP 8 <br />Mississippi Skyway <br />
