Chair Olsen stated Happy Days would provide another opportunity to connect with the residents. <br />The Commission provided consensus that Staff will be advertising and arranging the first of <br />several or more public forums in guide and inform City Council, Commissions and Staff as to <br />what the community' s expectations are for recreation and open space within The COR. <br />6. COMMISSION/STAFF INPUT <br />Parks & Assistant Public Works Superintendent Riverblood provided an update on the following: <br />Acknowledge `Deletion' of Proposed Pedestrian Underpass as Part of the Armstrong <br />Interchange Planning. <br />Parks & Assistant Public Works Superintendent Riverblood indicated the location on a drawing <br />for Commission review. There is $10M allocated for the Armstrong Interchange. The balance <br />looks like it may be included in the 2014 Bonding Bill. The pedestrian underpass is estimated at <br />$500,000. Staff has researched and controlled intersections to the north may be adequate, adding <br />that a tunnel does not seem feasible at this time. Armstrong Boulevard will be realigned. <br />Construction will begin in 2014 and continue into 2015. <br />Chair Olsen asked if the Mississippi Skyway will be included in the plan and Mr. Riverblood <br />stated it is continued to be proposed as part of the larger bike and pedestrian plan relating to Hwy <br />#10. <br />Commissioner Barr thanked Mr. Riverblood for his thoughtful consideration of safety for the <br />pedestrians. <br />Special Event Permits for Parks — 2014 <br />Parks & Assistant Public Works Superintendent Riverblood reported Council authorized staff to <br />develop an on-line park reservation system. An administrative special use permit has been added <br />to the options and will allow beer/wine in parks with approval. <br />Commissioner Barr asked how the athletic associations liked the idea of an on-line park <br />reservation system and Mr. Riverblood stated they liked the idea and would be given first choice <br />of fields. The associations know their schedules for events in the future and those dates are <br />blocked right away. <br />Winter Skating/Skiing Update <br />Parks & Assistant Public Works Superintendent Riverblood stated there were 690 people <br />counted at Central Park and 1010 at the school so far this season. <br />Vacant Commission Seat <br />Park and Recreation Commission / January 9, 2014 <br />Page 6 of 7 <br />
