CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted its regular meeting on Tuesday, May 14, 1991 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Richard Cich <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />Acting City Administrator/Finance Officer Sandra Ashley Helling <br />Personnel Coordinator Kay McAloney <br />City Attorney William Goodrich <br />City Engineer Steven ~Iankowski <br />ParksfOtilities Mark Boos <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbenson called the meeting to order at 7:38 p.m. and led in the Pledge of Allegiance to the <br />Flag. <br /> <br />Mayor Gilbertson also introduced Mr. Ryan Schroeder, the City's new Administrator. He will be <br />on staffas of June 3, 1991. <br /> <br />CITIZEN INPUT <br /> <br />Willie Proft, 8964 Highway #10, Ramsey - stated he has been living in and operating a business in <br />Ramsey for 12 years. He stated he was given a conditional use permit to mn his business and he <br />has abided by all the conditions. He stated he has now received a letter from the Zoning <br />Administrator inquiring about a neighbor of his who is keeping animals and asking Mr. Proft to <br />explain why those animals are a nuisance. He feels the City should enforce the ordinance about <br />nmsances and that he should not be asked to write a letter against his neighbor. He feels the <br />ordinance is not being correctly interpreted and asked the City Council to read the portion of the <br />ordinance that pertains to this issue. He feels that things left unsaid in the ordinance are creating <br />the problem. He proceeded to read the ordinance and asked City Council for their "common sense <br />input" regarding what the preceding City Councils meant when they enacted this ordinance. He <br />stated if the ordinance says you can have all the animals you want on 20 acres, then it means the <br />City is trying to set limits and they don't want chicken farms on less than 20 acres. He stated his <br />neighbor has chickens, goats and poultry and the noise if awful. <br /> <br />Councilmember Peterson stated he helped write the ordinance and the intent was to not allow <br />chicken farms or farming procedures without a conditional use permit in a residential area. With <br />regard to Mr. Proft being asked to submit a letter regarding this issue, Councilmember Peterson <br />stated that there is not always enough City Staff to be able to monitor everything and they have to <br />rely on citizens to make note of these issues when they are occurring. He stated that all City Staff <br />is asking for is verification that this problem exists and that you are annoyed by this problem. <br /> <br />Mr. Proft argued that he and the Nordlings feel it shouldn't be up to them to write a "nuisance <br />note" when the ordinance is so self explanatory. <br /> <br />Mrs. Helling stated that City Staff has been interpreting the ordinance to be basically addressing <br />chickens and fowl She added the ordinance doesn't prohibit it on one acre and the interpretation is <br />based on past practice. <br /> <br />City Council/May 14, 1991 <br /> Page 3 of 10 <br /> <br /> <br />
