Absent: Councilmember Cich. <br /> <br />Case #15: Implications of Recent Landfill and Sales Tax Legislation <br /> <br />Mrs. Helling presented general information the City has received relating to the landfill siting <br />process. She recommended City Council establish a Landfilling Siting Process Search Committee <br />comprised of two Councilmembers, the City Administrator and the City engineer to study <br />CCRHF0303 and meet with Anoka County representatives for the purpose of assisting in the <br />planning process for the metropolitan landfill siting and mak/ng recommendations in this regard to <br />the Council. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to appoint Mayor <br />Gilbertson, Councilmember Hardin, City Engineer Jankowski and City Administrator Schroeder to <br />a Landfill Siting Process Research Committee. The term of this committee shall expire June 1, <br />t992 unless extended by the Ramsey City Council. <br /> <br />Motion carried. Absent: Councilmember Cich. <br /> <br />Mrs. Helling presented information regarding the "Local Option Sales Tax" whereby two cents of <br />sales tax revenue is to be dedicated to local aids and the sales tax would be increased from the <br />current 6% to 6-1/2%. The League of Minnesota Cities is urging all cities to support their county <br />in the adoption of this tax. If a county fails to adopt the 1/2 cent additional sales tax, the county <br />and its cities and townships would lose all of their aids -- LGA, HACA and disparity reduction aid. <br />If the county does not adopt this tax, the sales tax rate in the county would not drop - it would stay <br />at the current 6% and 1-1/2 cents of the sales tax revenue would go into a local government mast as <br />a windfall for ail local governments in other counties. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Peterson to adopt Resolution <br />g91-05-125 urging Anoka County Board to Adopt Local Option Sales Tax. <br /> <br />Motion carried. Absent: Councilmember Cich. <br /> <br />Case #16: Ratify Employment Agreement Between Ryan Schroeder and the City <br /> of Ramsey <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to ratify the <br />employment agreement with Ryan Schroeder and the City of Ramsey as the agreement has been <br />reviewed by the City Attorney and no changes have been made. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and Beyer. <br />Voting No: None. Absent: Councilmember Cich. <br /> <br />Case #17: Pineview Estates 2nd Addition P.U.D. <br /> <br />Ms. Frolik stated that on August 1 t, 1987, the City Council granted f'mal plat approval to P/neview <br />Estates 2nd Addition P.U.D. She stated that upon reviewing the final plat approval resolution, <br />development agreement and covenants relating to Pineview Estates 2nd Addition P.U.D., the <br />convenants is fairly specific with regard to development standards for the residential portions of the <br />lots but the standards for commercial lots are not as clearly stated. Ms. Frolik suggested that any <br />issues not specifically addressed in the covenants and its reference to the Site Plan Review section <br /> <br />City Council/May 28, 1991 <br /> Page 12 of 13 <br /> <br /> <br />
