Although there may be initial increases in <br />cost due to purchasing steel shot alternatives <br />and investing in routine cleanup practices, <br />ranges will be avoiding the long-term costs of <br />litigation and risk of closure. <br />REACHING THE RIGHT RESULT <br />Shooting ranges can peacefully coexist in most <br />communities, providing training and sporting <br />opportunities for gun enthusiasts while elimi- <br />nating virtually all adverse impacts. Planners <br />who take the initiative and plan for shooting <br />ranges and gun clubs, and arm themselves <br />with good regulations, can succeed in provid- <br />ing for such uses while protecting the public. <br />Finally, discretionary review processes can <br />provide a forum for a dialogue that results in a <br />consensus about proper facility design, opera- <br />tions, and environmental protections. <br />VOL. 3o, NO.12 <br />Zoning Practice is a monthly publication of the <br />American Planning Association.
