Commissioner Bennett asked if there were concerns about the agreement and Mr. Riverblood <br />stated the ARAA is well aware of the agreement and requirements. <br />Chairperson Olsen stated she likes the location for the batting cages and room is left for other <br />items in the park. Mr. Riverblood stated this location will provide for the desire versatility. <br />Motion by Commissioner Bennett, seconded by Commissioner Mobry, to recommend City <br />Council approval of ARAA' s proposed batting cages at Alpine Park, contingent upon receiving a <br />design drawing, a written agreement and staff' s recommendation for installation at the park. <br />Motion carried. Voting Yes: Chairperson Olsen, Commissioners Bennett, Mobry, Barr, and <br />Fyten No: None. Absent: Commissioners Chubb and Minke <br />5.03: 2014 — 2018 Parks Five -Year Capital Improvement Plan <br />Parks & Assistant Public Works Superintendent Riverblood reviewed the purpose of this case is <br />to recommend the 2014-1028 Parks' Capital Improvement Plan (CIP) to City Council's Finance <br />Committee or directly to Council. The document outlines a 5 -year plan similar to the previous <br />2013-2017 plan, with the last year (2018) also functioning as a `place -holder' for park products <br />with uncertain time -lines or unidentified funding such as grants and Park Dedication fees paid by <br />developers. Additionally, projects (like the building and playground at Elmcrest Park) that were <br />not completed in 2013, but begun, are shown for completion and payment this coming year. <br />Parks & Assistant Public Works Superintendent Riverblood stated the Parks 5 -year CIP will be <br />adopted by Council as part of the larger CIP documents, usually corresponding to the General <br />Fund budget in December. Mr. Riverblood provided an explanation on the CIP document and <br />process with an excerpt from the anticipated larger City-wide all -category CIP, and includes an <br />explanation on the CIP document and process. <br />Because future years' of the CIP consist of many variables, staff recommends a discussion of the <br />various values and details associated with each project within 2014; and a brief, summary <br />mention of future years' projects for 2015 — 2018. All capital improvements require on-going <br />maintenance costs (day-to-day labor, utilities or annual expenses); and therefore, staff and City <br />Council will evaluate very carefully the real and total costs of each capital improvement for <br />consideration within the context of the General Fund operations budget at the time projects are <br />brought forward for development. <br />Parks & Assistant Public Works Superintendent Riverblood reviewed the projects. <br />Elmcrest Park Entrance & Signage 2014 $50,000 <br />Drinking Fountains/Misting Station 2014 $7,000 <br />Community Building & Playground for Elmcrest Park 2014 $815,000 <br />Trail Connections 2014 $300,000 <br />Landscape Improvements for Parks 2014 $5,000 <br />The Draw Water Quality Fountains 2014 $15,000 <br />The Draw Gates 2014 $10,000 <br />McKinley Trail Connection to Anoka 2014 $20,000 <br />Park and Recreation Commission / November 14, 2013 <br />Page 3 of 5 <br />
