She stated the City must adopt the Proposed
General Fund Operational Budget which provides for a balanced budget. The proposed budget
will be balanced; however, the line items may be increased or decreased based upon
recommendation of the Budget Committee and adoption by City Council. Mrs. Helling stated that
the lev,,,, lin'fit has been used to establish the Proposed 1991. Payable 1992 Municipal Levy for the
City of Ramsey. She added that the proposed Municipal Levy represents a 4.8% increase:
however, the General Levv has been increased for the 1992 Local Government Aid cut only and
the Debt Service Levv has decreased slightly.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to set the City of
Ramsey's initial public budget hearing for property taxes payable in the year 1992 on December
10, 1991 with a reconvenc date (if necessau,) of December t7, 1991.
