Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve adopting <br />Resolution #03-11-305 declaring terms of the Interim Use Permit to allow for outdoor storage as <br />a secondary principal use at 14165 Ramsey Boulevard, based on the findings of fact, until <br />August 1, 2005. <br /> <br />Further discussion: Mayor Gamec expressed concern that if the City allows one prOperty to store <br />items on their property without Class V, are they going to have problems with denying other <br />requests. He inquired if it was possible to grant the interim use permit for one year.' <br />Councilmember Elvig replied that Mr. Volk owns and works on the property and he was not sure <br />that there are very many properties in the City that have enough area to do something similar. <br />The August 2005 date is more of a deadline. He stated that he thought it would be wise for Mr. <br />Volk to advise people that the storage will not continue past 2005, with the development of the <br />Town Center. Councilmember Cook stated that they have to look at situations on a case by case <br />basis based on site location and what is occurring. He did not think they would be setting any <br />kind of precedent. Couneilmember Zimmerman stated that he thought that a one year interim use <br />permit would be more appropriate because if they find out in a year things are moving faster in <br />the Town Center then the City would not be required to allow the use to continue. Mayor Gamec <br />stated that the City has had similar requests by other businesses and he would have a difficult <br />time granting a use to one business owner along the corridor but not another business. He <br />preferred a one-year interim use permit. <br /> <br />Motion was amended by Councilmember Elvig to grant the interim use permit for one year with <br />an expiration date of August 2004, but Councilmember Cook did not second the amendment. <br /> <br />Further discussion: Councilmember Kurak inquired if the applicant would incur additional costs <br />to renew the application in one year. Community Development Director Frolik replied yes, <br />explaining that the applicant would have to pay an application fee of $500. Councilmember <br />Kurak replied that she had a problem with requiring the applicant to incur additional fees <br />especially since she did not think that anything would happen in two years that would be so <br />eventful. <br /> <br />Motion by Councilmember Elvig, seconded by Mayor Gamec, to amend the original motion to <br />grant the interim use permit for one year with an expiration date of August 1, 2004. <br /> <br />Amendment Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, <br />Strommen, and Zimmerman. Voting No: Councilmembers Cook, Kurak, and Pearson. <br /> <br />Original Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, <br />Pearson, Strommen, and Zimmerman.
