Final Plat <br />Highlands at River Park 4th Addition <br />December 12, 2003 <br />Page 4 of 5 <br /> <br />Given the fact that the adjacent lots are in the MUSA and are configured to be able to be <br />replatted in the future, staff proposes that landscape buffering be used to satisfy the density <br />transition requirements as follows: <br /> <br />a) Given the existing vegetation and what will remain, there is no need for additional <br /> screening on Lots 4 and 7. <br />b) The addition of new plantings on the rear of Lots 5 and 6 where the existing tree cover <br /> will be removed for grading and utility purposes. <br />c) The addition of new plantings on the rear of Lots 2 and 3 to supplement the existing tree <br /> cover. <br /> <br />The landscaping plan provided at the preliminary plat approval stage indicated plantings of <br />82 American Cranberry bushes to accomplish the screening. The American Cranberry Bush <br />is a preferred planting under the City of Ramsey Tree Book. These plantings will meet the <br />screening requirements for density transition purposes. <br /> <br />10. Trail Development: An eight foot bituminous trail along 153rd Ave. was constructed as part <br /> of the Highlands at River Park subdivision. Trail Development Fees in the amount of <br /> $4,275.00 ($475.00 x 9 lots) is due to the City prior to release of the final plat mylars for <br /> recording. <br /> <br />1 l. Stormwater Management: The City has established a storm water management fee for all <br /> new lots created with this development. The 2003 rate is $375 per lot. A total of $3,375.00 <br /> ($375.00 x 9 lots) must be paid prior to release of the final plat for recording. <br /> <br />12. Park Dedication: The Park Commission is requiring that park dedication fees be paid for all <br /> new lots created with this development. The 2003 rate is $1800 per lot. A total of $16,200.00 <br /> is due ($1800.00 x 9 lots) The Park Dedication Fee must be paid prior to the release of the <br /> final plat for recording. <br /> <br />13. Sanitary Sewer and Water Trunk Fees: The City has established a sanitary sewer and <br /> water trunk fee that must be paid prior to release of the f'mal plat for recording. Since the <br /> previously existing house was not hooked up to City Sewer and Water, all 10 lots will need to <br /> pay the Sewer and Water Trunk fees. The 2002 rate is $1862 per lot. The total amount due <br /> $18,620.00 ($1862.00 x 10 lots). This amount must be paid prior to the release of the final <br /> plat for recording. <br /> <br />14. AutoCAD Drawings: Prior to the release of the final plat mylars, please provide the City <br /> with the AutoCAD files for all improvements done as part of the development. <br /> <br />The City Council will be meeting at 7:00 p.m. on Tuesday, December 16, 2003 at the Ramsey <br />Fire Station, 15050 Armstrong Blvd. NW, to review your final plat. A copy of the case cover <br />sheet is enclosed. <br /> <br /> <br />
