c^sE#

ACCEPT FUNDING FOR THE TROTTBROOK GREENWAY
By: Mark Riverblood, Parks/Utilities Supervisor

Background:

The purpose of this case is to adopt a resolution accepting a half million dollar ($500,000) grant
from the State of Minnesota. The appropriation is from the Legislative Commission on
Minnesota Resources (LCMR), which are proceeds from the Environment and Natural Resources
Trust Fund. These monies are to be used for conservation and trail easements adjacent to Trott
Brook. (The original amount was two million dollars ($200,000), but was reduced due to state's
budget shortfall).

'Result 2: Land acquisition', from the attached work plan provides a detailed description of the
activity and processes related to this project.

Observations:

It is important to reiterate that any conservation or trail easements will be acquired from willing
landowners. Upon City Council acceptance of this grant, Staff will disseminate information to
all landowners along the Brook via the attached letter. This project shall commence immediately
with any expenditures and activity completed before June 2005.

The City may desire to compete for additional funding in the next biennium. This could take the
shape o f a multi-million dollar trail project connecting Rum River Central Park to the east, with
Elk River and Sherburne County's trails to the west.

Attached for your information: ,, LCMR 2003 Work Program
· Invitation letter to residents

City Council Action:

Motion to approve Resolution #03-12-XXX accepting the $500,000 grant.

CC: 12/16/03
