Councilmember Elvig stated that he was asking for clarification by <br />adding language that would allow Ramsey Town Center, LLC to entertain other developers. <br />Mayor Gamec inquired if Mr. Elvig would prefer to see another developer purchase the land <br />other than D.R. Horton. Councilmember Elvig replied no, but explained that there are other <br />areas within the Town Center that haVe residential ramifications and he was not sure that the <br />language restricts other residential development from occurring. He stated that he would like to <br />give Ramsey Town Center, LLC the ability to sell other residential properties unless D.R. Horton <br />is already in the ground. City Attorney Goodrich explained that D.R. Horton does not want to be <br />told that they have to stop development. Councilmember Cook questioned if it turns out that <br />Ramsey Town Center, LLC is completely off on the issue and phase I comes, ~can't the City <br />Council at some point waive some of the benchmarks to allow for a senior complex to be built. <br />Councilmember Strommen replied if the only reason the senior housing cannot be built is <br />because D.R. Horton has locked up the residential capacity and 'they are not building, that is a <br />problem. Councilmember Kurak noted that commercial development will not come in without <br />residential development. Councilmember Elvig agreed with that. Councilmember Kurak stated <br />that the Council has to put some faith into the people that have invested in the property and give <br />them some credit that they will develop it the right way. Councilmember Zimmerman stated that <br />he wants to make sure that they get it done right. He stated that he was not able to vote for the <br />motion the way it was. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Kurak, and Pearson. <br />Voting No: Councilmembers Elvig, Strommen, and Zimmerman. <br /> <br />Case #8: <br /> <br />Secondhand Goods Ordinance and Implementation of Automated Pawn <br />System® <br /> <br />Police Chief Way stated that at the regular City Council meeting on November 10, 2003, a new <br />ordinance was introduced specifically for secondhand dealers. Also introduced at the November <br />10, 2003 Council meeting, was a computerized record system to enhance the police departments <br />investigative capabilities, in a cost effective mmmer, to be utilized by both pawn and secondhand <br />dealers. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Elvig, to adopt Ordinance #03- <br />11-49, amending City Code adding Section 7.94 Secondhand Good Dealers. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Couneilmember Pearson aye <br />Councilmember Elvig aye <br />Councilmember Strommen aye <br />Councilmember Kurak aye <br />Councilmember Cook aye <br />Councilmember Zimmerman aye <br />Mayor Gamec aye <br /> <br />Motion carded. <br /> <br />City Council/November 25, 2003 <br /> Page 21 of 28 <br /> <br /> <br />
