The Council replied yes. <br /> <br />The Council encouraged staff to schedule a goal setting session so that the Council can discuss <br />some of'these sessions at length. <br /> <br />3) Equipment Certificates <br /> <br />Councihnembcr Elvig explained that at the end of the last City Council meeting, the Council <br />briefly talked about increasing the dollar amount of the equipment certificates for capital <br />improvcment items since interest rates are so low. Since that time he has been working with staff <br />on the issue and encouraged staff to not go with the bear minimum if there are things that the <br />City is in grcat need of since the bond rates are so low. After reviewing some of the needed <br />capital items the additional amount was increased to $350,000 compared to the $147,000 <br />previously discussed. He stated that he could not think of any place where they could get <br />$350,000 with only $21,000 of cost. Mr. Elvig stated that he was completely in favor of adding <br />such equipment as a sidewalk machine and snow blower this year with interest rates being so <br />low. <br /> <br />Counci lmcmber Kurak questioned if there was really a need for a $42,000 tree spade. <br /> <br />Director of Public Works/Fire Chief Kapler explained that the City cun'ently does not relocate <br />trees, but with all the development occurring it would allow the City to save a lot of trees. <br /> <br />Councihncmber Kurak replied that she thought that was the responsibility of the developer. <br /> <br />Director of Public Works/Fire Chief Kapler replied that it is, but it would give the City sorne <br />more flexibility for saving trees. <br /> <br />Cotmci hnember Kurak stated that in difficult times there is probably something better they could <br />spend the $42,000 on. <br /> <br />Councilmember Elvig stated one of the items he had looked at was a paving machine. <br /> <br />Councihnember Zimmerman stated that purchasing some sidewalk equipment would be <br />beneficial. <br /> <br />Cmmcilmcn~ber Elvig inquired if it was possible to deviate from the list after the bonds are <br />issued. <br /> <br />Finance Officer Lund replied yes. <br /> <br />Director of Public Works/Fire Chief Kapler noted that it was staff's opinion that they could use a <br />tree spade more than a paving machine. <br /> <br />City Council Work Session/December 1, 2003 <br /> Page 5 of 7 <br /> <br /> <br />
