gym, fitness workroom, aerobic room, family lounge, meeting room, and concession area. The
YMCA will partner with the City of Andover to jointly manage the facility. The Andover City
Council will operate the facility as a financially self-sufficient operation through aggressive
marketing, promotion, and advertising to maximize all sources of revenues. She noted that there
is also an attempt to raise money through naming rights.

Mayor Gamee wished the City of Andover a lot of success on the project.

SNOWMOBILE REMINDER

Mayor Gamec reminded all of the snowmobilers to be cautious and adhere to the laws while
riding in the City of Ramsey.

SNOW PLOWING OPERATIONS

Street Supervisor Reimer gave a brief overview of the City's snow plowing operation, He
reviewed the City's current fleet of trucks that are used for snow plowing and explained that the
City has ten full time employees for plowing and two employees on stand by. Mr. Reimer
explained that a mixture of salt and sand is used in the neighborhoods after they plow or if the
roads get slippery. Currently they keep about 200 tons of straight salt at Public Works, which is
enough to get through three storms. In addition, they keep 1,200 tons of a combination of salt
and sand, which is typically enough to get through the entire season. If a complaint is received
pertaining to snow plowing, either he or Mr. Kapler will respond. The City just opened a snow
plowing hotline, which is updated during a storm to inform residents as to when plowing will
occur, that number is 433-9852. In the future, the Council will need to discuss implementing a
policy on the plowing and maintenance of trails and sidewalks. The other issue they will have to
address in the near future is that as the Town Center develops they will have to remove snow
from the area. Initially they will be able to store snow on the site, but eventually they will have
to come up with an area for storage.

Mayor Gamec inquired if it stops snowing at 12:00 a.m., when would they typically start
plowing the streets.

Street Supervisor Riemer explained that they typically would start plowing at 2:00 a.m. because
there is a lot less traffic at that time.

Mayor Gamec inquired as to what time the walkways to the school are cleared.

Street Supervisor Reimer replied that the school walkways are cleared by 9:00 a.m.

PRESENTATION BY CENTERPOINT ENERGY FOR PURCHASING FIRE SERVICE
NOZZLES

Arnie Henderson, representing Centerpoint Energy, presented the City of Ramsey Fire
Department with a Community Partnership Grant in the amount of $2,500 to assist in the
purchase of small and large nozzles for the new aerial ladder truck.

City Council/November 25, 2003
