City Administrator Ulrich stated long -term, this proposed storage space would provide for City <br />Hall needs. Other storage needs would be met by a Public Works facility, which is a long -term <br />proj ect. <br />Councilmember Kuzma stated this consideration is to authorize spending $4,500 for Phase One <br />and asked how it will be funded. <br />Police Chief Way stated $25,000 was budgeted in the 2014 Public Facilities Fund. <br />The consensus of the Council was to authorize LSA Design, Inc. to prepare a Building Code <br />analysis, schematic plans, and cost estimate, plus a cost/benefit analysis of a lighting retrofit for a <br />lump sum fee of $4,500. <br />2.01: Consider Visual Quality Design Options for Armstrong Boulevard Interchange <br />City Engineer Westby stated this topic was briefly considered at the last Work Session and the <br />Council's general direction was to support a Level 2 design; however, SRF would like additional <br />information. <br />Michael Jischke, SRF Consulting Group, described the process followed to convene a Visual <br />Quality Committee to help guide the process, on which Development Services Manager Gladhill, <br />Mn/DOT, Anoka County, and SRF engineers have served and developed several concepts. Mr. <br />Jischke stated three levels of treatment and associated costs were presented at the last Work <br />Session and the Council indicated support for something between Level 1 and Level 2. He stated <br />they have since then prepared a cost estimate for that range. Mr. Jischke displayed pictures of <br />the Community Center exterior, noting the building materials, an overview of the project area, <br />diagram of the bridge crossing, and surface treatments that would add architectural character to <br />the bridges and retaining walls. He then displayed a picture of a formliner with a cut stone <br />tactile treatment and noted suggested locations of brick pilasters and formliner treatments. Mr. <br />Jischke presented pictures of proposed retaining walls that included a brick pilaster with a strong <br />architectural coping along the top edge. He explained an MSE wall is made up of 5 -foot by 10- <br />foot panels that are stacked while other retaining walls will be form -in -cast walls with the intent <br />of both having a similar appearance. Mr. Jischke displayed the landscape plan that will enhance <br />the City's gateway and also focus on two staff - identified priorities: along Riverdale Drive to <br />buffer the residential area; and, wedge shaped area next to businesses /cafe that has outdoor <br />seating. <br />Mr. Jischke presented estimated costs for bridge and wall enhancement, based on elements <br />selected, noting the preferred concept estimate is $524,000. About $270,000 is the estimate for <br />Level 1 base treatments that Anoka County has indicated it will fund, leaving a differential of <br />$250,000 to $300,000. <br />City Engineer Westby stated Anoka County will cover $267,800 of this cost so the remainder the <br />City would cover is about $260,000. <br />City Council Work Session / February 25, 2014 <br />Page 3 of 10 <br />
