City Engineer Westby stated the lighting, as proposed in the base cost, is only at the <br />intersections. <br />Mayor Strommen asked if there will be no lighting along the pedestrian bridge. <br />Mr. Jischke stated that is correct, the cost of lighting is only for the three intersections. <br />The consensus of the Council was to support the level of design as proposed including pour in <br />place retaining walls, surface brick pilasters, decorative iron fence, with landscaping that will be <br />discussed at a future meeting. <br />2.03: Review 2013 Hunting Season and Discuss any Changes to Current Ordinance <br />Police Officer Webb updated the Council on the 2013 hunting season, advising that 179 permits <br />were issued in 100 areas. He presented results of the hunter survey and explained the process <br />followed to apply for and issue a hunting permit, including site visits. He reported on complaints <br />received, mostly from neighbors about the size of property being hunted on, and how he has <br />responded. <br />Police Chief Way stated 54 deer were taken in 2013 and in 2012 and if done for a few more <br />years, there will be fewer car accidents and car- killed deer. <br />Councilmember Tossey arrived at 6:23 p.m. <br />Police Chief Way displayed a map that identified locations of hunting permits and is used when <br />complaints are received about shots fired. He reported on complaints received about hunting on <br />Lake Itasca. He explained it is legal to hunt there by State Statute and City regulations but <br />hunters must have a permit to do so. Police Chief Way used a map to point out land around Lake <br />Itasca where it could be considered to prohibit hunting as it is along City parkland that includes a <br />trail in the southeast corner. He pointed out other locations where hunting permits have been <br />requested but denied due to close proximity to a City park. Police Chief Way stated the City has <br />a good ordinance in place and the issue is how to enforce it. <br />Councilmember Tossey stated he was told the hunter was actually on Association property by <br />Lake Itasca and did not have permission from the Association. <br />Police Chief Way explained that according to Anoka County records, Dennis Peck does own that <br />property and even without the access, the trail comes within several feet of the water. He <br />explained that the hunter was granted a hunting permit and in looking at the trail location, he <br />thinks the hunter could get there legally even without Association permission. <br />Councilmember Kuzma asked about the distance restriction from a house. <br />Police Chief Way explained that the State Statute distance is 500 feet but the City decided to be <br />more restrictive and set it at 1,500 feet. <br />City Council Work Session / February 25, 2014 <br />Page 6 of 10 <br />
