Association -owned property and Dennis Peck is Northfork, Inc. Mr. Kingston used a map to <br />point out the location of property owned by the Homeowner's Association, Dennis Peck, and <br />area accessed by a duck hunter off the trail and crossing Homeowner's Association property. He <br />stated that is one issue and a large concern. The other issue is one resident who is handicapped <br />and hunts from a wheelchair with a crossbow. That hunter is unable to get into an elevated stand <br />to hunt deer. Mr. Kingston pointed out the location where that hunting occurs to the north of <br />Lake Itasca and explained the hunter shoots into property owned by the Homeowner's <br />Association. He stated he does not favor going back to 1,500 feet but instead to leave it up to <br />Police Chief Way to address the concerns expressed during the 2013 hunting season. <br />The consensus of the Council was to allow Police Chief Way to use administrative authority to <br />resolve the concern with Lake Itasca. The Council asked Police Chief Way to track locations of <br />complaints and to schedule an annual review by the City Council. <br />2.04: Strategic Planning Update <br />Mayor Strommen deferred this item to the March 11, 2014 Work Session. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Councilmember Kuzma asked staff to schedule discussion of the Lower Rum River Water <br />Management Organization's JPA at the March 11, 2014 Work Session. <br />Councilmember Johns reported on the Northstar Corridor Development Authority meeting <br />during which the issue of late trains was addressed. She explained one instance was due to <br />mechanicals but it was mostly caused by the level of Burlington Northern Santa Fe (BNSF) <br />traffic. With regard to this issue, Northstar is working with BNSF and discussing the option to <br />add another rail in some locations. <br />Councilmember Johns reported that in May, non -stop service from St. Cloud to Chicago will be <br />offered. <br />4.
