• Can the position remain unfilled temporarily or permanently? Please <br />explain. No. The code enforcement season is just ahead of us, creating <br />even more work to be done in the community by the CSO. Call load will <br />increase for officers in the summer months causing less time to be <br />allocated towards the ordinance violations. <br />• Can the position be filled internally? Yes. However, the selected <br />candidate comes to us from the Police Explorers Unit, a volunteer <br />program. <br />• What is the impact (i.e., to residents, business owners, employees, and/or <br />operations) if the position is not filled? Lower priority calls (animal calls, <br />vehicle lockouts, public/motorist assists) may have longer responses times <br />as officers handle higher priority calls first. The CSO also provides <br />assistance to the police and fire department with traffic control at motor <br />vehicle accidents, and fires. <br />• Can the service provided be reduced, eliminated, or contracted out? No. <br />This position will require access to sensitive material within the police <br />department. This person will need to gain clearance through the <br />Minnesota Bureau of Criminal Apprehension to have access to this <br />sensitive information. <br />• What is the budgetary impact if the position is not filled (e.g., additional <br />overtime/compensatory time off costs) There would definitely be more <br />time spent on CSO duties by higher paid employees (police officers), <br />causing a reduction in value of the position and a lower level of proactive <br />policing by a police officer. <br />• What are the circumstances that warrant the creation of this new position? <br />This is not a new position. This is a replacement CSO for a recent <br />resignation to take another position within the city. <br />3. What is the total annual cost of the position (e.g., salary, taxes, benefits, equipment, <br />etc.)? <br />The 2014 annual total expense is approximately $39,819 or less. <br />
