park & ride ramp, funded (2012) North Star station, and Ramsey's transit -oriented development <br />area known as The COR (Center of Ramsey). <br />The travel route of this trail project will be split about 50-50 between local streets and U.S. <br />Highway 10/169 right-of-way. Beginning at Mississippi West Regional Park, the eastern half of the <br />trail will travel west along 142°d Avenue NW (south side of street), north along Armstrong <br />Boulevard NW (east side of street), west on Riverdale Drive (north side of street), then north on <br />Llama St NW (east side of street) These streets are all local streets and the trail will be located in <br />the existing right-of-way of these streets. A future separated grade interchange is planned for the <br />intersection of U.S. Highway 10/169 and Armstrong Boulevard/CSAH 83. This trail project is <br />designed to accommodate the planned configuration of this future highway interchange, as shown <br />on Exhibit L3 in Appendix 1. <br />(Reviewers will note that there is an alternate route shown (discussion to follow) on the eastern portion <br />of this project. This would only be needed in the unlikely event that the City would not be able to secure <br />a tiny .04 acre triangular easement at the corner -to -corner juncture of Mississippi West Regional Park <br />and the ROW of 142nd Avenue in the next 5 years. The Leadership Committee of Hope Fellowship <br />Church (owners of the property) have issued a statement of intent (see attached e-mail communique in <br />Appendix 4) to convey this triangular parcel to the city for this trail project.) <br />The proposed alternate route for this trail project between Mississippi West Regional Park and <br />the future highway interchange is also shown on Exhibit L3. The alternate trail route would begin <br />at Mississippi West Regional Park, on the south side of U.S. Highway 10/169 at the point where the <br />future pedestrian bridge terminates on the south side of the highway. From this point, the trail <br />would travel west along the south side of U.S. Highway 10/169 within existing right-of-way to <br />Alpaca St NW. The trail would jog south briefly along the east side of Alpaca St NW, then west <br />along the south side of Riverdale Drive to the future highway interchange. The trail would be <br />located in the existing right-of-way of these local streets. <br />The western half of the trail will travel along U.S. Highway 10/169 to the MnDOT Wayside Rest <br />Area, as shown on Exhibits Ll and L2. The trail will be located on the south side of U.S. Highway <br />10/169 within existing right-of-way. The trail will connect directly into both Mississippi West <br />Regional Park and MnDOT Wayside Rest Area. <br />9 <br />
