Dale Wirz, 17201 St. Francis Boulevard stated that this idea has been done in neighboring cities. <br />He indicated he would put in the well and sewer systems, which he does for a living, and it could <br />be monitored by the city. He stated it would be installed in such a way that when City sewer and <br />water was available the City would not have to tear up the streets, it would be ready to hook up <br />with minimal work. He stated he has spoken with the Met Council, who referred him to Dayton, <br />where this has been done in farm areas so part of the land could continue to be farmed. He stated <br />he doesn't have any drawing or anything, as he is just starting the process and looking for input. <br /> <br />Commissioner Van Scoy asked what timeframe Mr. Wirz was looking at for this development. <br /> <br />Mr. Wirz explained in five to six months, maybe longer if that is what it takes. He stated he <br />realizes this is a new concept and will take some time. <br /> <br />Chairperson Nixt indicated that staff is denying the request, and he understands their <br />reservations, but asked if they would consider it with more information. <br /> <br />Associate Planner Wald stated that one of the biggest issues for Staff is that Mr. Wirz is not <br />proposing 50 percent private and open space or 20 percent open space, which is required by and <br />the intent of a PUD. <br /> <br />Principal Planner Trudgeon explained that the intent of a cluster is to allow for higher density <br />development, but at the same time preserve permanent open areas. <br /> <br />Chairperson Nixt asked if Mr. Wirz met the criteria of open space, staff would be open to a PUD. <br /> <br />Principal Planner Trudgeon indicated they would consider anything. He stated there is also a <br />question on the communal septic system, which is something Staff is unfamiliar with and would <br />need additional information. <br /> <br />Chairperson Nixt stated they would also have to address roads, park dedication, etc. <br /> <br />Associate Planner Wald added they have not heard from the DNR. <br /> <br />Chairperson Nixt stated the Commission could ask more questions at this stage or deny the <br />request. <br /> <br />Mr. Wirz indicated he does not want the Commission to deny his request. He is here to answer <br />any questions they may have. He asked if the 20 percent open space would be permanent, stating <br />the Met Council indicated he would not have to provide that. <br /> <br />Principal Planner Trudgeon explained that the Met Council cannot make decisions for what <br />Ramsey requires. <br /> <br />Commissioner Johnson asked who would own the 20 percent open space or 50 percent private <br />and open space. <br /> <br />Planning Commission/February 6, 2003 <br /> Page 23 of 26 <br /> <br /> <br />
