5.01: Review Draft Guiding Principles Document for Participation in the GreenStep <br />Cities Program <br />City Planner Anderson presented the staff report, noting that a draft version of the guiding <br />principles document for participation in the program was included in the Board packet. <br />Board Member Prendergast arrived. <br />City Planner Anderson noted the difficulty thus far just for considering participation in this <br />program and that that may be a precursor to challenges ahead if participation were approved. <br />City Planner Anderson stated that the Board should review the draft document and feedback <br />could be provided at the next meeting. He advised that the issue could then be forwarded to City <br />Council for discussion at a future work session for consideration and direction. <br />Chairperson Max referenced the interchangeable use of the words operation and organization. <br />City Planner Anderson explained the difference between the two words as used. <br />It was the consensus of the Board to add further clarification to the term operation so that the <br />difference is clear. <br />Council Liaison LeTourneau arrived. <br />Board Member Valentine suggested adding language regarding private property owner rights. <br />Board Member Bentz stated that he believed that there were many things in the program that the <br />City should be doing, if they are not doing it already. He believed that it could be a useful tool to <br />overcoming hurdles. <br />Chairperson Max stated that he believed that there were some things that need to be investigated, <br />noting that the City's requirements for plantings and irrigation are not consistent with <br />conservation. He was unsure that item was included in the draft. <br />City Planner Anderson noted that an additional guiding principle could be added stating that the <br />City could review issues to determine if they are consistent with conservation. <br />Board Member Lewis stated that he believes that could go too far into adding detail. He believed <br />that the draft, without the additional guiding principle, would be sufficient to bring to the City <br />Council. He believed that the more specific guiding principle should not be incorporated so that <br />this document could remain broader in nature. <br />Board Member Stodola stated that the first time this issue had been brought forward to the <br />Council the intent was broad and that did not seem to work.
