Secondly, having access to these additional <br />resources will limit the amount of Staff time necessary in researching costs, outcomes and benefits of any <br />particular action. <br />PARTICIPATION IS AND WILL REMAIN VOLUNATARY: The City's participation in the GreenStep <br />Cities program will continue as long as the program remains voluntary. The City is not interested in <br />participation if, at any time, the City would be obligated or mandated to implement one (1) or more <br />actions. <br />POSITIVE MARKETING FOR THE CITY: Participation in the GreenStep Cities program can be used <br />to positively promote the City as a desirable location for a home or business. Participation in the program <br />immediately results in the City being recognized as a GreenStep City and, based on actions that the City <br />has previously implemented, the City may be near achieving recognition as a Step 2 community. These <br />accomplishments will be incorporated into marketing materials to help attract future residential and <br />commercial growth, which will help expand the City's tax base. <br />HOW DOES ACTION RELATE TO THE CITY AND CITY OPERATIONS: The City's participation <br />in the GreenStep Cities program will not be the basis for any additional regulations applicable to the <br />private sector. The City has no desire to see GreenStep Cities actions result in diminished private property <br />rights or negatively impact civil liberties. Thus, any potential action that may be considered by the City <br />shall focus solely on City operations. There shall be identifiable, beneficial outcomes to justify <br />implementation of any proposed action. <br />AUTHORITY: While the EPB will serve as the primary advisor on elements of the GreenStep Cities <br />program, the City Council has final authority in determining whether any particular action should be <br />further researched and vetted and ultimately whether a particular action will be implemented. <br />SUMMARY <br />The EPB believes the City would realize multiple benefits by participating in the GreenStep Cities program. Most <br />critically though, is that the program would serve as a tremendous resource that can be utilized to explore an action <br />to determine if implementation would result in more cost effective operations. While there are a wide range of <br />potential actions identified within the twenty -eight (28) Best Practices of the GreenStep Cities program, not all <br />are necessarily appropriate or desirable for Ramsey. Thus, to ensure that participation in the program will not <br />diminish private property rights or impact civil liberties, the City will only consider actions that relate directly to <br />City operations and not the private sector. <br />Guiding Principles for Participation in the GreenStep Cities Program Page 2 of 2 <br />
