While statistical ! i---`,_=` <br />sampling means that the <br />borders of RCAPs and <br />areas of concentrated poverty are imprecise, the cores of these areas demonstrate remarkable <br />and unwelcome persistence over time. <br />City and <br />- Township <br />Boundaries <br />Minneapolis -St. <br />Paul Intl Airport <br />Because both racially concentrated areas of poverty and areas of concentrated poverty limit the <br />economic mobility of their residents and discourage private investment, our region simply <br />cannot afford to allow these areas to persist or grow. Using public resources to catalyze <br />investment these areas, the Council will seek to help the region grow and prosper more <br />equitably. The Council will work with partners and use its investments and actions to improve <br />access to opportunity for residents and attract private investment so that all people live in <br />communities that provide them access to success, prosperity, and quality of life. <br />Visit the Council's website for the most current delineation of racially concentrated areas of <br />poverty and areas of concentrated poverty.
