CC Regular Session <br />Meeting Date: 04/08/2014 <br />By: Jo Thieling, Administrative Services <br />4. 11. <br />Information <br />Title <br />Adopt Resolution #14-04-069 Appointing IT Coordinator Jason Fredrickson as Director and Assistant to the City <br />Administrator Patrick Brama as Alternate Director to the Local Government Information Systems (LOGIS) Board <br />Purpose/Background: <br />Purpose: To appoint a Director and Alternate Director to serve on the LOGIS Board of Directors. <br />Background: The City of Ramsey has been a member of the Joint and Cooperative Agreement with Local <br />Government Information Systems (LOGIS) at least since 1987. The Agreement with LOGIS talks about the <br />"Board" and membership on the Board. The agreement defines Board as the Board of Directors of LOGIS, <br />consisting of one director from each governmental unit which is a member of LOGIS. Each member is entitled to <br />one director who shall have one vote. Each member shall also be entitled to one alternate director who shall be <br />entitled to attend meetings of the board and who may vote in the absence of the member's director. Directors and <br />alternate directors shall be appointed by the Council of each City. Directors and alternate directors shall be <br />appointed to serve until their successors are appointed and qualified. The director has the authority to vote on <br />approval of the yearly LOGIS budgets and other services, contracts and assessments. In most cities, the <br />appointment is the IT Manager, Finance Director, or City Administrator. <br />Staff received communication from LOGIS inquiring who the Board of Director's contact is for the City of <br />Ramsey. In researching past documents, it appears that the last formal appointment by resolution was made in 1987, <br />when the Council appointed the then City Administrator as Director and the Finance Officer as Alternate Director. <br />It is staffs recollection that in the most recent past, former IT Manager Dean Bush attended the Board meetings as <br />Director, and former Assistant City Administrator Heidi Nelson would attend on occasion as Alternate, on behalf of <br />the City of Ramsey. Currently, the City's IT Coordinator, Jason Fredrickson, attends all the IT meetings and has <br />most contact and works most closely with LOGIS.
