Councilmember Tossey stated he can predict the results of method 1) Ramsey Resident as being <br />from mostly those who want to complain. He agreed the telephone survey is the best <br />statistically, but he does not support the cost. <br />Mayor Strommen agreed with the comments of Councilmember LeTourneau that the Council <br />established measurements and made a commitment and investment to reach out to residents to <br />understand how they feel about services the City provides and to gather additional information. <br />She noted the other options require a lot of staff time and the survey results would not mean as <br />much as a statistical survey. She suggested the Council either commit to the measurement and <br />third party mailing or reconsider the measurement. Mayor Strommen pointed out that a survey <br />would not be conducted every year and the questions can be crafted to assure depth of <br />information that can be used when making decisions. <br />Councilmember Backous stated he would not have committed to this measurement had he <br />known it would cost $15,000. <br />Mayor Strommen stated the Council can revisit the measurement. <br />Councilmember Tossey stated he did not support hiring a consultant for the Strategic Plan and <br />during that process, there had been repeated assurances that the Strategic Plan was subject to <br />change and based on resources available. He stated he thinks the survey is one of the things that <br />should be changed. <br />Mayor Strommen stated she had made the point that it is an option to not conduct a scientific <br />survey and to reconsider the measurement. She noted there is currently not a Council consensus <br />supporting method 5, third party mail survey. <br />City Administrator Ulrich stated staff will research other lower cost survey options, put a cost <br />number on staff time, and vet methods to assure scientific validity. <br />2.04: Strategic Planning Update <br />City Administrator Ulrich stated staff had reviewed the Strategic Plan created in 2013, line by <br />line, determined the status of the four Strategic Imperatives, and proposed amendments. This <br />information is reflected in an updated Appendix E. He explained that the work plan remains <br />intact with modifications made to reflect work completed in 2013 and the EDA work plan has <br />been brought forward into this document for 2014. City Administrator Ulrich reviewed the <br />Balanced Scorecard as an amendment. <br />Councilmember Riley asked about the water treatment solution item and how it could be <br />accomplished. <br />City Administrator Ulrich stated it does not need to be budgeted at this time because the <br />Metropolitan Council notified the City that it had funded a regional water resources study that <br />includes Ramsey. <br />City Council Work Session / March 11, 2014 <br />Page 8 of 9 <br />
