Commissioner Tossey disclosed that he has had a financial dealing with this particular company <br />and recused himself from this Case. Commissioner Tossey left the Chambers at 8:15 p.m. and <br />did not return. <br />Motion by Commissioner Strommen, seconded by Commissioner Kuzma, to move to Closed <br />Session to discuss acquisition negotiations. <br />Motion carried. Voting Yes: Pro Tem Chairperson Riley, Commissioners Strommen, Kuzma, <br />and Johns Voting No: None. Absent: Chairperson Backous and Commissioners LeTourneau <br />and Tossey. <br />The HRA meeting moved into a Closed Session at 8:16 p.m. <br />The HRA reconvened in Open Session at 8:36 p.m. <br />City Administrator Ulrich stated the HRA held discussion in Closed Session on a Letter of Intent <br />and directed staff to negotiate a counter offer. <br />Deputy Executive Director Gladhill addressed the Design Framework for residential housing and <br />recommended types of floor models to be included in the Purchase Agreement to avoid split <br />entry -style housing and address building elements. <br />Pro Tem Chairperson Riley asked if there is a neighborhood covenant that impacts these lots. <br />Deputy Executive Director Gladhill advised there are some private covenants but no architectural <br />review board. He explained it is more an issue of enforcing the Zoning Code that includes <br />design standards. <br />HRA Executive Director LaFrance stated the on -line listing referenced the Design Framework. <br />Deputy Executive Director Gladhill stated the proposed builder is familiar with the City's Design <br />Framework and constructed houses under those regulations. <br />Commissioner Strommen thanked staff for bringing this matter forward and commented on the <br />importance of assuring the builder is aware of the Design Framework. <br />HRA Executive Director LaFrance stated staff would draft a Resolution authorizing the sale of <br />HRA property for those listed with CBRE. <br />6. EXECUTIVE DIRECTOR'S REPORT <br />Executive Director LaFrance reported on staff's work related to clarifying purchase agreement <br />language, business retention/expansion, future business park and infrastructure, CBRE's <br />monthly report, interest of assisted and market rate housing, and convenience retail interest. <br />Housing and Redevelopment Authority / March 25, 2014 <br />Page 4 of 5 <br />
