Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, and
Tossey. Voting No: None. Absent: Councilmembers Backous and LeTourneau.
6. PUBLIC HEARING
None.
7. COUNCIL BUSINESS
7.01: Consider Adopting Resolution #14 -03 -063 Ratifying Removal of Highway 10
Connection and Median Crossover at Traprock Street
City Engineer Westby reviewed the staff report and recommendation to ratify phased removals
of the westbound median crossover and eastbound connection between Highway 10 and
Riverdale Drive at Traprock Street as requested by Minnesota Department of Transportation
(Mn/DOT). It is staff's opinion that the phased access removals as proposed will allow for
reasonable access to /from Highway 10 for area businesses and residents in the future and that the
new points of access will be safer. In addition, ratifying the phased removals will prevent
Mn/DOT from potentially withholding approvals for the Riverdale Drive Extension/
Reconstruction Project, thereby allowing this project to be constructed in 2014 (with future
Council approvals) utilizing the awarded Cooperative Agreement funds while also allowing the
Mississippi Trail to be constructed with the Riverdale Drive project utilizing federal grant
funding.
The Council asked about the impact to this project should the draft Resolution not be considered
tonight.
Phil Bergem, Mn/DOT Cooperative Agreements Engineer, stated it would still fit the scheduled
plans if the Resolution is acted upon favorably at the City Council's April 8, 2014, meeting.
Rather than jeopardizing all of the work the City has undertaken, the Council indicated its
preference to act on the draft Resolution tonight and direct staff to notify residents.
City Engineer Westby answered questions of the Council relating to the Riverdale Drive
improvements taking place at this time, as recommended by Mn/DOT.
Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Resolution
#14 -03 -063 Ratifying Removal of Highway 10 Connection and Median Crossover at Traprock
Street.
Motion carried. Voting Yes:. Mayor Strommen, Councilmembers Riley, Tossey, Johns, and
Kuzma. Voting No: None. Absent: Councilmembers Backous and LeTourneau.
City Council / March 25, 2014
