PUBLIC HEARING <br />None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Resolution #14 -03 -063 Ratifying Removal of Highway 10 <br />Connection and Median Crossover at Traprock Street <br />City Engineer Westby reviewed the staff report and recommendation to ratify phased removals <br />of the westbound median crossover and eastbound connection between Highway 10 and <br />Riverdale Drive at Traprock Street as requested by Minnesota Department of Transportation <br />(Mn/DOT). It is staff's opinion that the phased access removals as proposed will allow for <br />reasonable access to /from Highway 10 for area businesses and residents in the future and that the <br />new points of access will be safer. In addition, ratifying the phased removals will prevent <br />Mn/DOT from potentially withholding approvals for the Riverdale Drive Extension/ <br />Reconstruction Project, thereby allowing this project to be constructed in 2014 (with future <br />Council approvals) utilizing the awarded Cooperative Agreement funds while also allowing the <br />Mississippi Trail to be constructed with the Riverdale Drive project utilizing federal grant <br />funding. <br />The Council asked about the impact to this project should the draft Resolution not be considered <br />tonight. <br />Phil Bergem, Mn/DOT Cooperative Agreements Engineer, stated it would still fit the scheduled <br />plans if the Resolution is acted upon favorably at the City Council's April 8, 2014, meeting. <br />Rather than jeopardizing all of the work the City has undertaken, the Council indicated its <br />preference to act on the draft Resolution tonight and direct staff to notify residents. <br />City Engineer Westby answered questions of the Council relating to the Riverdale Drive <br />improvements taking place at this time, as recommended by Mn/DOT. <br />Motion by Councilmember Riley, seconded by Councilmember Tossey, to Adopt Resolution <br />#14 -03 -063 Ratifying Removal of Highway 10 Connection and Median Crossover at Traprock <br />Street. <br />Motion carried.
