7.04: Consider Accepting Plans and Specifications and Authorizing Advertisement for <br />Bids for 2014 Street Maintenance Program <br />City Engineer Westby reviewed the staff report and recommendation to accept plans and <br />specifications and authorize advertisement for bids for the 2014 Street Maintenance Program, as <br />proposed. It was noted the estimated total cost for all improvements identified with the 2014 <br />Street Maintenance Program total $504,028. Program A (crackseal) improvements total <br />$34,209; Program B (sealcoat) improvements total $264,849; and, Program C (overlay) <br />improvements total $472,371. Estimated costs also include: 10% contingency costs of $37,143; <br />5% indirect costs for administrative, financing, and legal costs totaling $18,572; and, 18% <br />engineering costs totaling $76,884. It was noted the 2014 General Fund includes $500,000 for <br />street maintenance projects and no assessments are proposed to fund any portion of the 2014 <br />Street Maintenance Program. City Engineer Westby explained that if needed, the project scope <br />can be reduced to remain within budget. <br />The Council expressed its frustration that the City remained $2 million behind in road <br />improvement projects. The option was raised to use part of the $522,000 from 2013 instead of <br />reducing the project scope should bids exceed $500,000, <br />With regard to the Council's desire to develop a long -term solution to generate enough revenue <br />to keep pace with road maintenance needs, City Administrator Ulrich reported the Charter <br />Commission will meet on April 17, 2014, to address the Council's revised Charter language. <br />Motion by Councilmember Johns, seconded by Councilmember Kuzma, to accept plans and <br />specifications and authorize advertisement for bids for the 2014 Street Maintenance Program. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Kuzma, Riley, and <br />Tossey. Voting No: None. Absent: Councilmembers Backous and LeTourneau. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />City Administrator Ulrich reported on staffs work with the bonding bill to secure funding for the <br />Highway 10 interchange. He announced upcoming meetings, events, and reported on repairs <br />made to frozen water and sanitary sewer lines. <br />Mayor Strommen reported on meetings with the City's legislative delegation relating to funding <br />for the Highway 10 /Armstrong Boulevard interchange, noting all remain optimistic. <br />9.
