Since that time, Councilmember Tossey's work commitments have increased and he feels he cannot fulfill his obligation <br />to Youth First in a manner he deems acceptable. He requested another Councilmember replace him to give, in his words, Youth First the representation it <br />deserves. Councilmember Johns has agreed to serve on the Youth First Board.
