Title: Consideration of Adopting Resolution 14-04-076 Accepting Bids and Authorizing Award of Contract for IP 14-00; 2014 Street Maintenance Program. Purpose/Background: The purpose of this case is to accept bids and award a contract(s) for Improvement Project 14-00; 2014 Street Maintenance Program (SMP). As part of the City's ongoing SMP, numerous segments of paved streets receive crack -sealing, sealcoating and/or overlay improvements each year to help extend the life of City streets. The benefits of these improvement projects are as follows: • Crack -sealing - Seals existing cracks one -quarter of an inch or more in width with hot rubberized asphalt to extend pavement life. This prevents stormwater runoff from infiltrating through the pavement and into the underlying subgrade. As stormwater runoff enters pavement through cracks it can wash finer aggregate particles to the bottom of the aggregate base creating voids over time. Then as water accumulates in the underlying subgrade, frost heaving can occur during cold -weather months, further damaging the pavement. • Sealcoating - Protects and preserves bituminous pavement by sealing the surface to protect it from the negative effects of the sun, stormwater runoff, and other petroleum products that are deposited on the pavement over time by vehicles. • Overlays - Strengthens the pavement section by restoring a portion of the structural integrity of the pavement, while also helping to prevent moisture intrusion. As in previous years, staff from the Engineering and Public Works Departments prepared plans and specifications in-house for the 2014 SMP. This year's program includes approximately 14 miles of streets throughout the city. Street segments that are proposed to be crack -sealed and/or sealcoated are identified in the plans and specifications as "Division A" improvements. See attached Maps A through J for specific street segments included in Division A. The segment of Sunwood Drive approximately one -quarter mile in length to the west of Nowthen Boulevard (CSAH 5) is proposed to receive an overlay under the "Division B" improvements as shown in the plans and specifications and on attached Map K. On March 25, 2014, the City Council accepted plans and specifications and authorized advertisements for bids for IP 14-00, 2014 Street Maintenance Program. Copies of the bid plans and specifications will be available for review at the Council meeting. If a contract(s) is awarded for this project, all work shall be completed by August 1, 2014. Notification: Advertisements for bids for the 2014 Street Maintenance Program were published in the Anoka County Union and in Finance and Commerce on March 28th, April 4th, and April l lth. Plans and Specifications were also posted on QuestCDN for bidding purposes. Observations/Alternatives: Bids were publicly opened and read aloud at 10 am on Friday, April 18, 2014. All bids were then checked for errors and omissions. A tabulation of the bid results is included below as well as in attached Resolution 14-04-076. The bids received were well under the engineer's estimates for both Divisions A and B. As such there could be an opportunity to complete additional street maintenance projects on other street segments in 2014 with Council approval. If funds remain after the 2014 Street Maintenance Program is complete, the remaining funds can be applied toward the maintenance of other streets in 2014 as approved by Council. Recommendation:
