COUNCIL BUSINESS <br />7.01: Receive Update on Land Use Planning Workshop and Consider Response to <br />ThriveMSP 2040 (Metropolitan Council Regional Development Framework) <br />Development Services Manager Gladhill reviewed the staff report, feedback provided as part of <br />the City' s kick-off to participation in the regional planning cycle, and the City's response to the <br />draft Regional Development Framework. Development Services Manager Gladhill <br />recommended authorizing the prepared response to the Regional Development Framework <br />(ThriveMSP 2040), acknowledging that future public opportunities and more detailed responses <br />will be coming over the next year. <br />With regard to concern that there was not enough time to get the proper population growth <br />number, Development Services Manager Gladhill explained the ability to influence decisions <br />with the Framework rather than by a Comprehensive Plan update. He stated there will be <br />opportunity to make adjustments along the way, such as through system statements, and minor <br />adjustments with the update. <br />The Council discussed the impact of Highway 10 on limiting the City' s economic growth and <br />use of nonlinear models to address the interrelationship between Highway 10 as it exists today <br />(current condition) and should Highway 10 be improved (future condition). It was noted another <br />scenario would be the impact of creating a regional water supply. <br />Development Services Manager Gladhill stated staff will add comments to the draft response <br />relating to Highway 10 and the water supply. <br />The Council thanked staff for engaging residents early in the process and the work of the <br />Planning Commission. <br />City Council / April 8, 2014 <br />Page 4 of 6 <br />
