Mr. Johnson stated if there is room, he will make two twinhomes rather than a fourplex. <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to recommend that the City <br />Council approve the site plan contingent upon compliance with City Staff Review Letter dated <br />May 30, 2003, approval of a Comprehensive Plan Amendment to change the subject properties <br />land use designation to medium density residential, the property being rezoned to R -2 Medium <br />Density Residential, and preliminary plat approval of Alpine Acres 2nd Addition, with a <br />maximum of four units, fronting a private street, with no access to the public street (Tungsten). <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd and <br />Van Scoy. Voting No: Commissioner Watson. Absent: Commissioner Reeve. <br />Chairperson Nixt called for a brief recess at 9:17 p.m. <br />Chairperson Nixt reconvened the meeting at 9:25 p.m. <br />^ Case #8: Consideration Public Hearing for Proposed Amendments to Chapter 9 <br />(Zoning and Subdivision of Land), Section 9.01 (Introduction), Section 9.02 <br />(Definitions), Section 9.03 (Administration), Section 9.20.21 (B -1 General <br />Business District), Section 9.20.23 (B -2 Highway Business District), Section <br />9.20.24 (E -1 Employment District), Section 9.20.25 (E -2 Employment <br />District), Section 9.20.26 (Public /Semi - Public Facilities District) and Section <br />9.20.27 (Mixed Use) <br />Presentation <br />Community Development Director Frolik stated that at the regular Planning Commission <br />meeting in April, proposed amendments were reviewed, and a public hearing was scheduled for <br />the regular May Planning Commission meeting. At the public hearing there were four specific <br />areas discussed with respect to the proposed zoning. <br />She indicated the first was the Rivlyn Street neighborhood south of Highway 10. She advised the <br />City has received a petition from the residents of that neighborhood asking for the zoning to be <br />reversed, and the City Council has asked staff to take no action until it can be discussed at a work <br />session. <br />The second was the Holasek/Hamilton property west of Comfort Suites and south of Riverdale. <br />She stated staff has received two letters on this property requesting the same consideration as the <br />Rivlyn neighborhood, so they would request no action be taken on this as well. <br />Community Development Director Frolik advised the third area was the commercial property <br />east and west of the intersection at Alpine Drive NW and Highway 10 NW. The Planning <br />Commission and City Staff agreed that the commercial district on the north side of Highway 10, <br />at the intersection of Alpine, should be zoned like the rest of the highway corridor.
