Principal Planner Trudgeon stated the Comprehensive Plan shows it as low density residential, <br />but the zoning map had shown it as quasi- public, which does not exist in Ramsey. <br />Community Development Director Frolik added that the Gun Club is grandfathered because it <br />existed before the City was incorporated and zoning areas existed. They are only confirming the <br />R -1 zoning and the minimum lot size today is that area is 10 acres. <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to close the public hearing. <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: Commissioner Reeve. <br />The public hearing was closed at 9:40 p.m. <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt to recommend that City <br />Council introduce the proposed amendments to the official zoning map and Chapter 9 of City <br />Code consisting of: Introduction, Definitions, Administration, B -1 Business, B -2 Business, E -1 <br />Employment, E -2 Employment, Mixed Use — Planned Unit Development, and Public /Semi- <br />Public Facilities District, with the exception of the Rivlyn Street neighborhood, the <br />Holasek/Hamilton property and the proposed residential parcels around and including Riverside <br />Farms. <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: Commissioner Reeve. <br />Staff noted that amending or following the Comprehensive Plan relating to Rivlyn, Holasek and <br />Riverside Farms will go to a Council work session. <br />Case #9: Request for Sketch Plan Review of the Ramsey Town Center; Case of <br />Ramsey Town Center, LLC <br />Principal Planner Trudgeon stated that there is a sketch plan review before the Planning <br />Commission this evening. He indicated it had been reviewed in great detail at a work session, <br />and he would open this up to questions from the Commission. <br />Chairperson Nixt asked exactly what they are being asked to consider. <br />Principal Planner Trudgeon stated that this is a sketch plan review. He noted they have a lot <br />more detail than they usually see in the sketch plan phase, and in preliminary plat stage they will <br />get even more detail. <br />Chairperson Nixt noted there is an area with arsenic contamination that is proposed as residential <br />area. <br />Planning Commission /June 5, 2003 <br />Page 16 of 23 <br />
