Details and expansion of items:
(2) "MIXED USE - Planned Use" Zone - in talking to Mr. Cook, Mr. Elvig, and Ms
Kurak, and other Council members by phone after the Council Meeting it has become very
dear that there are several items that Councilmember were not aware of or failed to take into
their consideration when the Council moved and sent this concept to a Council planning
session. These need to be discussed and the consequences and implications very clearly
explained at each level of action pertaining to this issue. (City Administrator Norman, City
of Ramsey Staff and ultimately the Councilmember need to do this both at any Planning
session(s) on 'Mixed Use' zoning and again, at each City Council Meeting if it is decided
that this should be taken to a vote.)
1. Is the extension /expansion of the "Mixed Use' Zoning beyond the Two(2)
locations listed in the Amendment to the Ramsey Comprehensive Plan
really what the Ramsey residents want? YES or NO?
2. If the extension /expansion of the Mixed Use Zoning is approved, Where/how
extensively in the city should this Zone be applied -
(a) To Individual land/property - Open land /property only,
land/property presently built upon , or both open and
presently built upon types of land /property.
(b) To Corridors - Hwy. 10, Hwy. 47, full or parts of streets,etc.
3. When these are clearly identified, then what is the pathway(meeting) schedule
and time line for public input(discussion) before actions on the 'Mixed Use'
Zone ?
(a) for planning sessions and;
(b) meeting where final actions will take place.
4. If the extension /expansion of the zone called "Mixed Use" is adopted then the
city will need to rezone any and all properties which are contained in those
zones.
(a) for planning sessions and;
(b) meetings where final actions will take place.
(For each piece of land/property that is presently built upon it is very important that
III
land/property owners and all the owners of the contiguous land/properties to the subject
land/property be properly notified of each planning session and action meeting so that the
Council members get a clear understanding how the owners feel about the proposed Zone
change to there land /property.)
