SURVEY OF INDIVIDUAL PROPERTY OWNERS <br />OF ALL PROPERTY ON RIVLYN AVE <br />THIS IS A RESURVEY OF PROPERTY OWNERS ON BOTH SIDES OF RIVLYN AVE <br />NW, RAMSEY. <br />(THIS IS TO UPDATE THE FEELINGS AND POSITIONS OF EACH PROPERTY OWNER <br />ON THE OPTIONS /CHOICES THAT THE RAMSEY CITY COUNCIL HAS DECIDED <br />MIGHT APPLY TO THESE PROPERTIES - AS PER COUNCIL MEETING OF AUGUST 26, <br />2003.) <br />THE RAMSEY CITY COUNCIL IS IN THE PROCESS OF UPDATING THE ZONING OF <br />ALL PROPERTY IN THE CITY OF RAMSEY SO AS TO CONFORM TO THE ZONING <br />SPECIFIED IN THE CITY OF RAMSEY COMPREHENSIVE PLAN AS AMENDED <br />FEBRUARY 26, 2002. <br />IN JULY OF 2003 THE RAMSEY CITY COUNCIL CREATED A NEW ZONE <br />CLASSIFICATION CALLED "MIXED USE ". THIS ZONE WAS DEFINED WITH VERY <br />SPECIFIC LIMITATIONS TO TWO (2) AREAS OF LAND: <br />1. THE TOWN SQUARE DEVELOPMENT AREA; <br />2. THE SMALL AREA SOUTH OF HWY. 10 JUST WEST OF <br />FELDSPAR STREET (just east of Mississippi West Regional Park). <br />extract from: AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS THE <br />ZONING AND SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF <br />RAMSEY, MINNESOTA. AN ORDINANCE AMENDING SECTION 9.20 <br />"ZONING DISTRICTS" OF CHAPTER 9 OF THE CITY CODE OF RAMSEY, <br />MINNESOTA <br />Intent. The intent of the Mixed Use Planned Unit Development (MU -PUD) District is to <br />provide a range of retail and service commercial, office, and residential uses that are <br />organized and planned in a comprehensive manner. ..is created for development <br />seeking alternative development regulations that embody more traditional <br />neighborhood design (TND) principles to promote a better integration of uses that <br />might typically be separated in typical suburban development. This district is <br />appropriate for inf ill locations that provide opportunities to connect to adjacent <br />development patterns. At least 70 percent of the land in the area in the <br />development shall be in residential use. <br />Permitted Uses. <br />a) Offices and banks <br />b) Enclosed retail activities without outdoor activities <br />c) Personal and professional services <br />d) Restaurants and cafes <br />e) Uses allowed in the R -1, R -2 and R -3 Districts <br />AT THE AUGUST 26TH COUNCIL MEETING WHERE OUR REZONING WAS UP FOR <br />FINAL DECISION, COUNCILMEMBERS DECIDED THAT MAYBE THIS NEW "MIXED <br />USE" ZONING WOULD BE A BETTER ALTERNATIVE AS COMPARED TO THE TWO <br />CHOICES THAT PROPERTY OWNERS WERE BEING PRESENT WITH NOW. SO, OUR <br />PROPERTY REZONING WAS SENT BACK TO A FUTURE COUNCIL PLANNING <br />SESSION TO BE DISCUSSED. <br />THIS SURVEY IS BEING PROVIDED TO CLARIFY THE POSITION(S) OF EACH <br />PROPERTY OWNER(S) ON THE CHOICES THAT WOULD NOW BE LOOKED AT. <br />JACK NEWCOMB, 6301 RIVLYN AVE.
