TO: Tom Gamec, Mayor
CC: Todd Cook, Councilmember
David Elvig, Councilmember
Patti Kurak, Councilmember
Al Pearson, Councilmember
Sarah Strommen, Councilmember
Gerald Zimmerman, Councilmember
FROM: JACK NEWCOMB
6301 RIVLYN AVE NW
763 - 421 -8521
e -mail: jnewcomb @ties2.net
Mayor Gamec, SIR:
1 am writing to each of you regarding two (2) topic that occurred during the City of Ramsey
Council meeting of Tuesday, August 26, 2003. I do this because several of you left that
meeting right away after adjournment and I dd not get a chance to talk to each of you and/or
or get your input and responses.
(Please read these two items and if you are not interested in the background details, ignore
the material below them.)
(1.) Mr. Mayor and fellow Council Members 1 ask that you accept my apology for some of
the emotion expressed and any language that you may feel was inappropriate in my
responses to the comments and actions that were made in open session with regards to
the proposed motion to rezone the properties on the North side of Rivlyn Ave NW from
`Places to work' to Residential. No disrespect was meant or intended.
(see copy of e-mail from me to Councilman Cook at end of pages.)
(See below for details and background from my perspective.)
(2) `Mixed Use' zone - The current Amendment to the Comprehensive Plan dealing
with "Mixed Use" zoning does not apply to these areas and the Comprehensive Plan
language will need to be redone before any rezoning can take place. The Plan as
Amended states that ONLY TWO properties may have this designation - The Town
Square Development Project and s small piece if land South of and along Why 10 (North
of the present Business Park).
(I want to remind each of you that - though people from Rivlyn Ave were
present for over 1 hour before the Council Meeting convened; that staff, city
administrator and city attorney, and you Councilmember knew who were the
contact people for the petition on this zoning; and that the "Mixed Use" zone
language became effective August 25,2003 for Council actions of July; and a
recess was called before taking up these zoning questions - THAT NO ONE had
the courtesy Nor consideration to advise of this zone choice possibly being
available and what our input was to this!!!!)
