Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to submit the <br />revised response to ThriveMSP 2040, the Metropolitan Council Regional Development <br />Framework. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Backous, <br />Kuzma, Riley, and Tossey. Voting No: None. <br />7.02: Introduce Ordinance #14 -03 Amending City Code Chapter 113, Article II Entitled <br />Individual Sewage Treatment Systems as Required by the Minnesota Pollution <br />Control Agency (MPCA) <br />Development Services Manager Gladhill reviewed the staff report and purpose of the draft <br />Ordinance to amend individual or subsurface sewage treatment systems due to a recent <br />amendment to Minnesota Rules 7080 -7083. He recommended introduction of the Ordinance in <br />order for the City to remain in compliance with State regulation. <br />Development Services Manager Gladhill answered questions of the Council relating to the <br />benefit of a point of sale inspection as an opportunity to identify a failing system. <br />Building Official Rick Jarson explained that if the septic system is inspected, the three -year <br />requirement would be reset. Typically, what happens if the property changes hands, the <br />mortgage company would require another inspection but the City would not require it. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to introduce Ordinance <br />#14 -03 An Amendment to Chapter 113 of the City Code, which Chapter is Known as the Natural <br />Resource and Environmental Preservation and Protection Chapter of the City Code of Ramsey, <br />Minnesota, An Ordinance Amending City Code Chapter 117, Article II, Individual Sewage <br />Treatment Systems. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Backous, <br />Johns, LeTourneau, and Tossey. Voting No: None. <br />8. MAYOR, COUNCIL AND STAFF INPUT <br />City Administrator Ulrich announced upcoming meetings and events including the following: <br />1. Ninth Annual Fire Art Fundraising Gala for Achieve — Friday, April 11, 5:00 — 9:30 p.m., <br />Bunker Hills Golf Club, 12800 Bunker Prairie Road NW, Coon Rapids <br />2. Ramsey Business Expo — Sunday, April 19, 9:00 a.m. to 2:00 p.m. — The Fountains of <br />Ramsey, 7553 Sunwood Drive NW, Ramsey <br />City Administrator Ulrich announced additional meetings relating to the Mississippi Critical <br />River Corridor and reported that a pedestrian/vehicle accident occurred when an eight - year -old <br />boy was struck by a vehicle and severely injured. <br />City Council / April 8, 2014 <br />Page 5 of 6 <br />
