Human Resources Manager Lasher stated either is an option but to eliminate the stipend would <br />require a Council resolution. She stated the City Code says they shall serve without <br />compensation but there is a stipend and if paid, they are treated as an employee. <br />Councilmember Riley stated he is not sure they should be treated as an employee and asked if <br />they can be considered as an independent contractor. <br />Councilmember Backous stated support for eliminating the stipend, noting the HRA just <br />eliminated its stipend. <br />Mayor Strommen stated if that is considered, she would like input from the Board Members and <br />Commissioners to gain their thoughts. <br />Human Resources Manager Lasher reported the 2014 budget for stipends was $9,478. <br />Mayor Strommen suggested this Case be presented at a future Work Session. <br />3.
