City Attorney Langel read the definition of `redevelopment project' and advised that the term <br />`blighted' has been refined by the State Supreme Court. He added that the Statute also allows <br />the City, through the enabling resolution, to limit any Statutory power as long as it is within the <br />resolution. <br />Mayor Strommen stated there is consensus to move forward to dissolve the HRA, to split the <br />assets with The COR properties remaining with the City, to transfer other properties to the EDA, <br />and to amend the 1998 enabling resolution to limit power and include definitions. <br />City Administrator Ulrich stated staff will draft that resolution for additional discussion by the <br />Council. <br />2.04: Select Resident Survey Method <br />Assistant to the City Administrator l rama reviewed the staff report and request for the Council <br />to select a preferred method to perform a regular resident survey, if any. He stated staff is <br />recommending the Third Party Mail alternative because its results in a high quality, statistically <br />significant, professional product that will also balance efficient use of both City financials and <br />human resources. He explained the proposed resident survey would not be conducted annually, <br />but every two years. Assistant to the City Administrator Brama stated if not approved, staff <br />would recommend related revisions to the Strategic Plan and Balance Score Card. <br />Assistant to the City Administrator Brama stated additional information has been provided on <br />soft costs, qualitative, and quantitative measures. He reviewed the annual total cost for a Third <br />Party Mail survey range between $4,753 and $7,188 annually, depending on the number of <br />questions selected. It was noted the City receives an annual $3,300 allocation from the State for <br />funding a resident survey. As a result of this State allocation, a Third Party Mail alternative <br />would require a total City allocation ranging from $1,453 to $3,888 depending on the number of <br />questions selected. The City's annual budget allocation for a resident survey is $7,500. <br />Assistant to the City Administrator Brama indicated that all other survey alternatives outlined in <br />this case would result in significant soft costs (internal staff time) and produce questionable <br />statistical significance. Staff is concerned the net value to the City for the remaining alternatives <br />is relatively marginal. <br />City Administrator Ulrich stated this is an important tool, a critical measurement tool to <br />determine what is happening through services provided, how residents receive services and <br />future needs of residents, which will help with planning and budgeting. He stated the costs are <br />within budget to conduct a professional survey that provides credible results that can be used <br />when planning and in critical operations. City Administrator Ulrich referenced the four <br />benchmarks for success and stated his support for a professional survey so the City can have <br />reliance on the results. <br />Mayor Strommen stated she had `sticker shock' when seeing the cost but in the Strategic Plan, <br />the Council called out specifically what it will do and there is need to have a means to measure, <br />some being quantitative in nature . and some being qualitative.
