7080.1200 INDIVIDUAL SUBSURFACE SEWAGE TREATMENT SYSTEMS 20 <br />Subp. 86. Toilet waste treatment devices. "Toilet waste treatment devices" means other toilet waste <br />apparatuses including incinerating, composting, biological, chemical, recirculating, or holding toilets or <br />portable restrooms. <br />Subp. 87. Topsoil. "Topsoil" means the natural, in -place organically enriched soil layer with a color <br />value of less than 3.5. <br />Subp. 88. Topsoil borrow. "Topsoil borrow" means a loamy soil material having: <br />A. less than five percent material larger than two millimeters, No. 10 sieve; <br />B. no material larger than 2.5 centimeters; <br />C. a moist color value of less than 3.5; and <br />D. adequate nutrients and pH to sustain healthy plant growth. <br />Subp. 89. Trench. "Trench" means a soil treatment and dispersal system, the absorption width of <br />which is 36 inches or less. <br />Subp. 89a. Uniform distribution. "Uniform distribution" means a method that distributes effluent <br />evenly over the entire absorption area of a component over both time and space. <br />Subp. 90. Valve box. "Valve box" means a watertight structure designed for alternate distribution of <br />sewage tank effluent to segments of a soil treatment system. <br />Subp. 91. Vertical separation. "Vertical separation" means the vertical measurement of unsaturated <br />soil or sand between the bottom of the distribution medium and the periodically saturated soil level or <br />bedrock. <br />Subp. 92. Watertight. "Watertight" means constructed so that no liquid can get into or out of a <br />device except through designed inlets and outlets. <br />Subp. 93. Wellhead protection area. "Wellhead protection area" means the surface and subsurface <br />area surrounding a well or well field that supplies a public water system, through which contaminants are <br />likely to move toward and reach the well or well field as regulated under chapter 4720. Administrative scope. ISTS must be designed, constructed, and operated according to <br />this chapter, except as modified through a local ordinance in compliance with chapter 7082 and Minnesota <br />Statutes, section 115.55. ISTS must be designed, installed, inspected, pumped, serviced, and operated by <br />licensed businesses meeting the qualifications in parts 7083.0070 to 7083.2040. ISTS must conform to all <br />applicable state laws and rules. <br />Subp. 2. Federal regulation.
