Councilmember Johns asked that the monthly reports include year-to-date comparisons so she can determine if it is higher or lower activity. Police Chief Way explained how weather conditions can throw off some numbers when used as a point of comparison. City Administrator Ulrich stated trend charts may reflect that same information. Councilmember Johns stated she does not want to ask for something that is too staff intensive, but does find trend matrix information to be helpful. She stated it could be quarterly reports. Mayor Strommen stated she would prefer reporting less frequently but to add context and additional information so emerging trends and staffing needs can be determined. Councilmember Johns agreed, noting it is also a tool for the budget. Mayor Strommen asked staff to continue to report on high profile activity because the Council will be asked about those situations. Councilmember Kuzma stated he would support quarterly reporting as long as timely updates are provided on significant events including parks and trails. Councilmember Tossey stated he is not afraid to ask Police Chief Way if he has questions so he does not get too in-depth on the reports except for things that are costing money. He stated they are trained professionals and he trusts their work. Councilmember LeTourneau supported less frequent reporting but agreed with the importance of being able to identify a trend. He asked how to balance information and transparency while improving conditions. Councilmember LeTourneau stated he likes receiving the weekly update but does not necessarily need to know all of staff's activities. He stated if those reports draw a lot of time away from staff, something less frequent can be considered. Mayor Strommen stated the reasoning behind less frequent reporting is to support a Council goal. City Administrator Ulrich stated the reporting has been reduced from a "laundry list" to timely information such as when hydrants will be flushed and need for that activity. Mayor Strommen stated she likes public updates, such as the presentation created by Development Services Manager Gladhill on economic development that was presented to the public at a Council meeting. Councilmember Backous stated there is reporting to the public, which is useful and should be regular, and also reporting to the Council for their information. He stated it is the responsibility of City Administrator Ulrich to assure reporting meets the Council's Strategic Plan goals. City Council Work Session / April 22, 2014 Page 7 of 9
