Riverblood explained that Staff is requesting consensus acknowledgement that Staff will be advertising and arranging the first of several public forums to guide and inform City Council, Commissions and Staff as to what the community's expectations are for recreation and open space within The COR. If the future Park Dedication fees equate to $3 M and the desired plan is for $13 M, we need to be realistic about what could be funded and maintained. Other funding sources can be researched. A public forum could be scheduled for 6 PM the evening of the March 13, 2014 Regular Park and Recreation Commission Meeting. Chair Olsen stated she likes the idea of getting resident input early in the planning stage. Parks & Assistant Public Works Superintendent Riverblood stated the residents need to have and create buy -in to the plan. Commissioner Barr stated she is in favor of getting the community involved. Chair Olsen asked if a survey could be included in the newspaper posting for the meeting for those unable to attend the meeting. Commissioner Barr stated she would encourage interested residents to come to the meeting if they are truly interested. Parks & Assistant Public Works Superintendent Riverblood stated surveys has been attempted in the past and the response was not as good as anticipated. The interaction with the residents is desired rather than looking at survey results. Commissioner Mobry suggested more than one meeting be held to gather more input from residents at the beginning of the process. Commissioner Bennett suggested the Commission see how much response is received at the first meeting before planning subsequent meetings. The Planning Commission will also have input, as well as the Economic Development Authority, Housing Authority and City Council. Commissioner Barr stated the surrounding landowners will have input and should be invited to the forum. The housing product will reflect the best market and surrounding land use. Parks & Assistant Public Works Superintendent Riverblood stated there will be a Builder's Forum on January 29, 2014 at City Hall to brief them on things going on in the City as well as how the City conducts business. Commissioner Bennett stated if this starts in March, it will give the Commission topics for discussion during City events. This would engage the public and develop some consensus.
