Council Update
New Legislation Paves Way for Armstrong Interchange Project! Great news for Ramsey
this week as Governor Dayton signed into law a major funding piece for the new Armstrong
Interchange in Ramsey. The statutory language authorizing the money is as follows:
Subd. 3. Local Road Improvement Fund $24,356,000
(a) For construction and reconstruction of local roads with statewide or regional
significance under Minnesota Statutes,
section 174.52, subdivision 4, or for grants to counties to assist in paying the costs of
rural road safety capital improvement projects on
county state -aid highways under Minnesota Statutes, section 174.52, subdivision
4a.(b) This appropriation includes funding for
the following projects:(1) a grant to Anoka County for the U.S. Highway 10 and
County State -Aid Highway 83 (Armstrong Boulevard) project; and
(2) a grant to the city of Richfield for the 77th Street underpass project.
The allocation of this money puts the project on -track for completion in 2016. The project will
take 18 -24 months to build once construction has begun.
Unfortunately, in a related note, the long - anticipated McDonald's Restaurant, on the corner of
Armstrong and Sunwood, has indicated that they will wait until 2016 to build the facility. This
appears to be an effort to avoid business disruption due to road construction. Staff is working to
see if we can change their mind.
Council Seat Filings are Open! Filings officially opened on Tuesday, May 20, for three seats on
the City Council — At Large, Ward 1 and Ward 3. Filings received thus far are for the At Large
seat and the candidates are Terry Hendriksen and Kristine Williams. Filings will remain open until
5:00 p.m., Tuesday, June 3. Staff will continue to update the Council as filings are received.
Contact Jo if you have any questions.
Congratulations. Officer Hemmerich has earned his B.S. degree in Law Enforcement from Metro
State University. Officer Hemmerich graduated last week and is considering entering the master's
program at Metro. Nice job!
Pet Clinic II. The second pet clinic of the season was held at Fire 2 on Sunday, from 11:30am —
1:30pm. The final numbers aren't in, but the veterinarian estimates they provided services to
approximately 150 pets. Staff issued 107 dog licenses and 2 cat licenses. The number of licenses
issued has gone down slightly, mainly due to the fact that we've started issuing 3 -year dog licenses,
coinciding with the 3 -year rabies vaccine.
Save the Date:
• Human Trafficking Forum.
