This section is intended to provide an overview. <br />NOISE <br />• A strong mitigation process exists today. This process is framed by minimum <br />regulations put in place by the State of Minnesota. <br />• In order to provide an extra layer protection and further address noise concerns <br />raised by residents, City staff would propose making data centers a "Conditional <br />Use" in City zoning ordinances. <br />• Use of generators on nights and weekends would be prohibited by the City. <br />• Use of sound attenuation enclosures for generators would be required by the City. <br />SITE LAYOUT /BUILDING DESIGN <br />• A minimum 300' setback from data center building to adjacent residential dwellings <br />would be required. <br />NOTE: Due to the odd shape of the Subject Property, and the varying situation of <br />surrounding parcels, this results in standard building setback measurements ranging <br />from 175' to 250'. <br />• Requirement of an articulated building fagade. <br />• Maximum building height no greater than surrounding residential structures. <br />• Requirement of an articulated site layout. <br />• Both site layout and building design should include a residential feel. <br />• Two smaller buildings preferred, versus one large building (site concept #3). <br />SPOT ZONING <br />• OMCStudy Group members chose to not discuss this item. No comments or <br />feedback was received. <br />SAFETY <br />• Storm water ponds located on the Subject Property should be designed not to hold <br />standing water. <br />• Additional, non - required, environmental review should be considered. <br />TRAFFIC <br />• If the Subject Property is developed for a data center user, keep access to Nowthen <br />Boulevard to avoid safety and congestion issues on existing residential roads. <br />• If the site is developed for residential, provide the public an opportunity to discuss <br />traffic impacts; and, identify mitigation techniques. <br />LAND VALUES <br />• An overall quality development including proper implementation of mitigation <br />techniques as outlined above will protect property values. <br />OMC Study Group, Findings Report (DRAFT) Page 11 of 42 <br />
