CC Work Session 2. 1. Meeting Date: 05/20/2014 Information Title: 15153 Nowthen Boulevard: Discuss Study Group Findings Report Purpose /Background: Purpose of Case: (1) Review Old Municipal Center (OMC) Study Group Findings Report. (2) Review EDA recommendation to pursue a data center development on the Subject Property. NOTE: The purpose of this case is NOT to make a decision regarding the future use of the Subject Property. The purpose of this case is to provide the Council with information and allow time for questions. Subject Property: Old Municipal Center (OMC) site located at 15153 Nowthen Boulevard consisting of two parcels and totaling 20.5 acres. Background: The "Findings Report" attached to this case includes detailed background information on the Subject Property, development process history, and results from the recently completed OMC Study Group public input process. Included in this case are minutes from all EDA and City Council meetings in which this case was previously discussed (eight meetings). NOTE: in an effort to avoid repeating information, a detailed 'background' section was not included in this case. Today, the Subject Property is zoned Public /Quasi Public. The EDA and City Council have considered two general future uses for the Subject Property: (1) Data center use and /or (2) Residential use. Either proposed use is not allowed on the Subject Property today; and, will require a Comprehensive Plan Amendment (which, would allow for a subsequent /future standard Zoning Amendment). EDA Comments & Recommendation The EDA discussed this case on May 08. Attached to this case is a summary of comments and recommendations provided by the EDA. Generally, the EDA is in support of pursuing a data center development on the Subject Property. Next Step: Process The City Council will consider submitting an application for a Comprehensive Plan Amendment on June 10. This application could include an amendment for residential and /or data center permitted zoning. Notification: Two- hundred and fifty nearby property owners, the OMC Study Group, the Planning Commission and the City Council were made aware of this meeting.
