EDA Comments: <br />In summary, the EDA had the following generalized comments (please see minutes for details). <br />• A data center is a relatively low impact user. <br />EDA Recommendation & Comments <br />• From an economic development perspective, a data center development on the Subject <br />Property would have an overall strong positive impact on the City's taxpayers. As a result, the <br />EDA is interested in pursuing this opportunity. <br />• Most issues /concerns identified and discussed by the OMC Study Group can be sufficiently <br />mitigated. It was the opinion of some EDA members, land values was an issue in which the City <br />could not provide a concrete resolution; this item remains a subjective dispute. <br />• Due to mitigation techniques proposed by the OMC Study Group, skepticism does exist among <br />the EDA regarding the market relevance of the Subject Property for a data center site. The EDA <br />recommends providing Staff a window of time to pursue a data center development. If the <br />market does not respond within 1 -2 years, the City should concentrate on a residential <br />development. <br />EDA Recommendation to the City Council: <br />Submit a Comprehensive Plan Amendment application to allow for a (B) on the Subject Property. <br />(A) residential zoning district only <br />(B) residential zoning district AND a data center overlay zoning district <br />
