For example, the Metropolitan Council uses a definition of seven core counties. <br />The Bureau of the Census, currently uses two defmitions to describe the Twin Cities Metropolitan Area. <br />The first definition is a core Metropolitan Statistical Area or MSA that comprises 13 counties. The <br />second definition includes adjacent metropolitan and micropolitan areas that are combined with the core <br />13 -county region to form an 18 -county Combined Statistical Area or CSA.
