As the population increases, the flow variation factor <br />decreases. <br />This comprehensive plan is based on current land use planning. The plan follows the <br />format of the 1991 plan by breaking down, in general, each 40 -acre parcel in the City into <br />developable and non -developable acres. To the extent possible the estimated number of units on <br />undeveloped property comes directly from the 1991 plan. However, City staff has reviewed all <br />of the development density assumptions used in this report to verify that they are consistent with <br />current land use planning. Residential flow is calculated based on 3.0 people per unit and 75 <br />gallons per capita per day. This equates to 225 gallons per unit. Commercial and industrial <br />flows are calculated based on 20 people per acre, which equates to 1,500 gallons per acre and <br />special flows are taken directly from the 1991 study. <br />This report recommends that sewer sizing within the City of Ramsey continue to be based <br />on ultimate flow projections. At this time, it is anticipated that sewer treatment for the area north <br />of Trott Brook would be treated at a facility located within the North Trott Brook Service Area. <br />As with the 1991 sewer plan, this study verifies that the two existing interceptor sewers <br />that serve the City of Ramsey have the capacity to serve the City's projected ultimate flow south <br />of Trott Brook based on current land use planning. <br />C. PAST PLANNING <br />Land use assumptions originally made in 1974 and 1978 were used to size the existing <br />sanitary sewer facilities that serve the City of Ramsey. One of the key assumptions made at that <br />time was that undeveloped property would ultimately be developed as residential property with a <br />density of 2.5 dwelling units per acre.
