Projected land use in the rural transition area was based on the following assumptions: <br />• Existing one -acre lots could be split in two. <br />• 2 %2 to 5 -acre lots could be subdivided into three parcels. <br />• Parcels larger than 5 -acres could be subdivided with a density of 2.5 units per acre. <br />Rural: This planning area consisted of the land north of Trott Brook. The 1991 Comprehensive <br />Sewer Plan considered this area to be permanently unsewered. <br />D CURRENT PLANNING <br />To verify that past assumptions are still appropriate, City staff reviewed the land use <br />planning assumptions that were identified in the 1991 Comprehensive Sewer Study. Based on <br />this review, development densities have been modified to reflect current land use planning <br />efforts. The major change from previous planning efforts is the inclusion of various multi -family <br />developments with densities ranging from 7.0 to 15.0 units per acre and a change to the <br />population projection from 3.2 to 3.0 people per unit. In addition, based on current <br />communications with the Metropolitan Council, the City of Ramsey is now considered a <br />"Developing Community" which eliminates the constraints of the MUSA Line. The City of <br />Ramsey can now extend sanitary sewer service anywhere within MWCC's Sanitary Sewer <br />District 3 boundary (south of Trott Brook) as long as the added flows do not exceed the City's <br />current capacity allocation of 3.8 mgd. <br />E. ULTIMATE SANITARY SEWER SERVICE AREA <br />The sanitary sewer service area south of Trott Brook contains approximately 9,964 acres <br />of developable property. It is anticipated that at ultimate development this area can support <br />approximately 24,710 residential units with a maximum population of 74,130 based on 3.0 <br />people per unit. The ultimate sewer flow for the area south of Trott Brook is estimated to be 7.32 <br />mgd. This total consists of 5.66 mgd residential flow, 1.59 mgd commercial / industrial flow, <br />and 0.07 mgd of special use flow.
