City of Ramsey was based on a 1978 sewer report completed by the City, which identified three <br />alternative sewer plans. Plan III was adopted by the City and was used for regional facility <br />sizing. <br />As mentioned previously, the MWCC sized two interceptors to serve the City of Ramsey. <br />One connection designed to serve the City's Rum River Sewer District, was designed for an <br />average daily flow of 3.95 mgd. The other connection designed to serve the City's Mississippi <br />River District, was designed for an average daily flow of 3.92 mgd for a combined ultimate <br />average daily design flow of 7.87 mgd. <br />According to the 1991 Comprehensive Sewer Plan, the metro agencies have recognized <br />the potential for an average daily flow of 7.87 mgd from the City of Ramsey. However, at the <br />time of the 1991 report the capacity that was allocated to the City in the Anoka Lift Station and <br />CAB interceptor was only 2.8 mgd or approximately 35% of the City's ultimate design flow. <br />The 1991 report explains that the regional facility sizing was based on a conscious decision by <br />the metropolitan agencies to minimize capital expenses by constructing facilities sized to meet <br />the flow projections for specified planning periods, not ultimate flows. This is based on the <br />assumption that not all communities will develop to their ultimate potential. However, as a <br />result of the review process for the AUAR that was completed for the Ramsey Town Center <br />project, the MWCC has verbally committed to an allocation of 3.8 mgd or 48% of the City's <br />ultimate design flow. <br />On a local level, sewer planning will continue to be based on the ultimate average daily <br />design flow of 7.87 mgd. On a regional level, the MWCC will be initiating a study to evaluate <br />the capacity needs of regional facilities to determine what additional capacity allocation can be <br />assigned to the City of Ramsey.
