SECTION 1 <br />INTRODUCTION <br />A. PURPOSE <br />The purpose of this report is to provide the City of Ramsey with the necessary <br />information regarding the City's water supply, treatment storage, and distribution system <br />so the City can establish priorities, plan, fund and implement required future water system <br />improvements. <br />B. COMMUNITY BACKGROUND <br />The City of Ramsey is located in Anoka County in the northwest Twin Cities <br />metropolitan area. This region is growing rapidly, and projections indicate that this <br />growth will continue. <br />The population of Ramsey has increased from 12,408 in 1990 to 18,993 in 2003. This <br />kind of growth places pressure on public infrastructure including water supply and <br />delivery system. <br />C. PLANNING PERIOD <br />The City of Ramsey is projected to grow substantially over the next 10 to 20 years. For <br />overall planning purposes, population projections and water use estimates will be <br />developed to the year 2020. Infrastructure development plans will be projected to meet <br />the system needs for the next 10 years, to the year 2014. <br />D. REPORT ORGANIZATION <br />This report is organized into seven sections as shown below. <br />■ Section 1 summarizes report purpose and background. <br />• Section 2 reviews projected water use demands based on anticipated population <br />trends and historical water use. <br />■ Section 3 evaluates the existing major water system components <br />City of Ramsey, Minnesota — M21.34343 Page 1-1 <br />Water System Study Prepared by Bolton & Menk, Inc. <br />
